Lawmakers Behind in Last Week of Session
Florida lawmakers have yet to pass a balanced budget, the one thing required by the state constitution, as the 60-day session draws to a close this Friday. If the deadline is missed, an extended session will be instituted as it was last year.
So far this year, the Legislature has passed 40 bills, a low number compared to 269 bills in 2025 and 325 in 2024. In most sessions, lawmakers approve between 200 and 300 bills before the 60-day session ends.
A bottleneck of bills, including one to cut property taxes, has not cleared both chambers. To get a budget approved by Friday, both chambers must agree on a spending plan today to allow for the required 72-hour cooling-off period before they can take a final vote.
House Rule 10.18 dictates that any House bill that has not reached the floor and has been rolled over to the third reading is effectively out of time. The only measures the House can still pass during the final week are bills already staged for a final vote or legislation arriving from the Senate.
Red-Light Ticket Ruled Unconstitutional
Broward County Judge Steven P. DeLuca issued a ruling declaring red-light camera tickets unconstitutional and labeling the enforcement process “quasi-criminal.”
DeLuca dismissed a specific citation issued to a car’s owner rather than to the driver, arguing that the current system improperly shifts the burden of proof. Under existing law, the registered owner of a vehicle is forced to prove they were not driving, rather than the state proving they were behind the wheel.
The ruling follows a major 2015 precedent in Broward County, where over 24,000 red-light camera cases were dismissed. The court ruled the program was flawed because private companies, rather than local law enforcement, were screening the violations.
If upheld, municipalities may be forced to overhaul how they monitor traffic violations or abandon automated cameras.
Priest Faces $500K in Fines for Soup Kitchen
All Saints Catholic Mission is in a legal battle with the City of Oakland Park. In 2016, Father Robert Caudill first sued the city, claiming its ban on the mission’s soup kitchen violates his religious freedom. The city argued that the soup kitchen breaks zoning rules.
The city has imposed daily fines of $125 against the mission. The penalties now exceed $500,000, and the city has placed liens on the church property and on Father Caudill personally. The case was scheduled for a trial in early 2026, but has been delayed.
For over 35 years, the mission has provided meals, clothing, and services to individuals in the city. Founded and led by Father Caudill, the mission operates independently of the Archdiocese of Miami and considers its work a fundamental religious vocation.
In 2014, Oakland Park amended its zoning code to encourage redevelopment, banning “parish houses” and similar charitable feeding operations in the district. City officials have argued that the mission violates these land-use regulations.
