Article Icon 1Florida Adopts New Education Measures

On Thursday, the State Board of Education voted to adopt The Phoenix Declaration: An American Vision for Education, making Florida the first state to do so. The board also approved new directives for teaching about communism.

The Phoenix Declaration describes several key education principles from the Heritage Foundation, a conservative think tank, including parental choice and responsibility, transparency and accountability, truth and goodness, cultural transmission, character formation, academic excellence, and citizenship.

Florida is also implementing new history lessons about communism across all grades, starting in the 2026-2027 school year, following the passage of Senate Bill 1264.

Backed by Gov. Ron DeSantis, the new lessons are designed to teach students about the atrocities of communist regimes, from Fidel Castro’s Cuba to the Soviet Union and China. Critics say the lessons blur the line between education and political messaging.

The curriculum will require students to compare communism’s death tolls with wartime casualties, examine propaganda in entertainment, and contrast The Communist Manifesto with the Bill of Rights.

A provision included in the continuing resolution to reopen the government, signed by President Trump on Wednesday, will take nearly all hemp-infused products off shelves nationwide, potentially devastating Florida’s multibillion-dollar hemp industry.

Florida lawmakers have tried to regulate hemp products over the past three years, with Gov. Ron DeSantis vetoing 2024 legislation that would have banned the sale of delta-8 and imposed regulations on other intoxicating hemp-derived products.

The newly passed federal legislation reverses a loophole in the 2018 farm bill. According to a Senate Appropriations Committee bill summary, the measure prohibits “the unregulated sale of intoxicating hemp-based or hemp-derived products, including Delta-8, from being sold online, in gas stations, and corner stores.”

Earlier this year, Florida lawmakers created a workgroup on hemp, concluding that they did not want to pass legislation that would destroy the industry in the state, but deciding that more regulations were needed.

Article Icon 1Group Saves Marineland Dolphin Park

On Wednesday, a judge approved the sale of the historic Marineland Dolphin Adventure, located near the St. Johns-Flagler County line, to a group known as #1 Apex Association. The group won the bankruptcy auction with a $6.5 million cash bid, plus non-cash consideration valued at approximately $635,000.

Marineland, which has been open since 1938, was put up for sale over the summer as part of the bankruptcy process for its former owner, The Dolphin Company. The company, which owns dolphin attractions around the world, acquired Marineland in 2019.

Apex, owned by Clay County couple Barbara and Jon Rubel, is backing Jack Kassewitz, a dolphin expert whose wife, Donna Kassewitz, was a founder of the Dolphin Company.

The Rubels stepped in at the last minute to outbid two developers. Marineland’s new owners say they will transform the park into a nonprofit organization focused on research and public education, while treating its bottlenose dolphins humanely.
