Siblings Indicted for MacDill AFB Explosives
Federal prosecutors indicted two siblings in an investigation of an explosive device that was found near the entrance to MacDill Air Force Base in Tampa. The device was discovered on March 16 and did not detonate.
Land O’Lakes resident Alen Zheng, 20, is accused of planting a failed, potentially deadly improvised explosive device (IED) at the base’s visitor center on March 10. Zheng fled to China with his sister, Ann Mary Zheng, 27, who was arrested upon her return as an accessory after the fact.
Zheng has not yet been arrested and is believed to still be in China. Zheng could face up to 40 years in prison if convicted. Both he and his sister are American citizens.
Jonathan James Elder, 35, was arrested last week in connection with the threat after he made calls to the base in the days following the device being found, which led to a lockdown, although no evidence shows he was involved in the plot.
Miami-Dade School Board Fraud Trial Set
The trial of former Miami-Dade School Board Vice Chairwoman Lubby Navarro will begin on April 7 for four counts of organized fraud and grand theft, with allegations of luxury trips, secret tracking devices, and a fake pregnancy.
Navarro, 50, was arrested in early 2024 following a monthslong investigation into her use of district-issued credit cards during 2022. Prosecutors say she misused approximately $100,000 in public education funds.
The money was spent in part on extravagant personal items, including vacations and shopping sprees. Navarro also purchased silicone pregnancy props and tracking devices that prosecutors claim were intended to manipulate and monitor her then-boyfriend.
Navarro pleaded not guilty. She was appointed to the school board in 2015 by then-Governor Rick Scott. The fraud went undetected until an audit conducted after she resigned from the board in December 2022 revealed it.
DOJ Sues Theme Parks Owners
The U.S. Department of Justice (DOJ) filed a civil lawsuit against SeaWorld Orlando’s parent company, saying its theme parks’ ban on wheeled walkers discriminates against guests with disabilities, including children and veterans.
The department’s civil rights division asked for a jury trial in Orlando federal court against United Parks & Resorts (UPR), which owns, leases, or operates U.S. theme parks, including SeaWorld Orlando, Aquatica Orlando, and Busch Gardens Tampa Bay.
UPR banned walkers from its parks in November due to “misuse and safety-related incidents” and the parks’ varying pathways and terrain. The company said the wheeled walkers and seats were being inappropriately used as wheelchairs.
The ban prompted complaints from parkgoers with disabilities who were told they couldn’t enter the parks with their wheeled walkers. The DOJ then launched an investigation into the parks, questioning why “rollators,” a type of walker with wheels on its legs, a seat, and a handbrake, were banned.
